I have just ran into my first quote since using quickbooks easystart. It doesnt have a quoting function, which package offers it?

I'm using QB Pro 08/09. It does quotes.
It's not exactly an estimating program though.

Yes, you need Pro, Premier or Enterprise edition which will let you do estimates, quotes and progress invoicing.
